Our Brief History

Lagos State Public Service Staff Development Centre (PSSDC) is a Lagos State Government-funded multi-disciplinary institution. First of its kind in West Africa. Established 29 years ago through the State Government Edict No. 9 of 1994 to train, re-train and develop staff of the Public Service as well as serve as consultants to Government and the external public on Human Resource Development.

Before the establishment of the Centre, there were five training institutions in the State Public Service including:

The PP-TESCOM Training School, under the defunct Post Primary Teaching Service Commission

The Treasury Training School, under the defunct Ministry of Finance and Economic Development

The Staff Development Centre, under the defunct Office of Establishment, Pensions and Training

The Internal Revenue Training School, under the defunct Board of Internal Revenue

The defunct Local Government Staff Training School, under the Local Government Service Commission

On opening, the five existing training schools became the hub of the Training Directorate of PSSDC.
The establishment of PSSDC was therefore informed by the need to centrally coordinate the implementation of capacity building throughout the State Public Service.
The objective of central coordination was to create synergy and ensure that the vision, mission and the strategic thrust of the State Government.

WHAT WE DO:

PSSDC provides a wide range of quality learning and development interventions to public service officers and their counterparts in the private sector, to enhance performance and promote excellent service delivery. Our functions, as set out in the Lagos State Law No. 5 of August 2013 include the following:

Partner with all relevant Ministries, Departments and Agencies of government within the State in the design and implementation of qualitative, well-defined and structured training programmes;
Provide mandatory training schemes for staff on Grade levels 02 to 12;
Develop courses/seminars for officers on their Grade levels:
Provide consultancy services with a view to contributing to organizational effectiveness, human resources development and service delivery;
Conduct annual value assurance of training service providers in collaboration with the Ministry of Establishment Training & Pensions;
Collaborate and participate in training programmes for public servants in all areas of the Centre’s competence;
Provide learning and development programmes needed for care progression in line with the State Government’s human resource management policies and vision;
Provide learning and development programmes for all government employees and public servants as may be considered necessary for the enhancement of their education and productivity;
Establish strategic partnership with, and act as regional learning and development partners for other national and international agencies;
Undertake research and act as a resource Centre;
Establish and maintain a library and resource Centre reflecting the various discipline in the Centre;
Pioneer and showcase the use of emerging technologies in learning and development;
Undertake the publication of journals, research papers and books in furtherance of its functions under the provisions of this Law;
Undertake commercial ventures relating to its functions under this Law;
Establish such campuses, faculties, institutes, schools, extra-mural departments and other teaching and research units within the State as may from time to time be necessary;
Award certificates, and
Partner with internal or external stakeholders for the benefit of the Centre.
